Todd Eyler was born and raised in Adams County.  Todd is originally from Camp Point, where he attended Central High School and graduated in 1991. While at Central, he participated in track, basketball, baseball, and band.  Todd received numerous academic honors, both in high school and in college.  He graduated from Quincy University in 1995.  While in college, Todd exhibited his leadership skills by serving on the school’s Judicial Board and Orientation Committee.  Todd worked his way through college, and at the age of eighteen, obtained a management position where he worked for 9 years.  This is where Todd met Kristin Wheeler, his future wife.  Kristin, a Quincy native, is the daughter of Charles and Danya Wheeler.  Todd and Kristin were married in August 1996.  They have three children, Lucas, Elise, and Emma.    

PROFESSIONAL PROFILE

Law School

Todd attended law school at Southern Illinois University School of Law, and graduated in 1999.  While in law school. Todd was selected to be a member of SIU’s Law Journal.  Following his first year on Law Journal, Todd was selected to serve as the Survey Editor of the Law Journal.  In that capacity, Todd oversaw a team of students who were in charge of working with authors, editing articles, and ensuring the validity of the legal content within the articles submitted for publication in the school’s National Law Journal.  Todd was also selected as a member of  SIU’s Product Liability National Moot Court Team for two years where he and his team achieved National Honors.

Todd also worked at SIU’s Legal Clinic for two years.  While at the Legal Clinic, Todd was able to provide invaluable legal services to individuals that could not afford such services, as well as protected the rights of senior citizens.  Additionally, Todd worked for two years at the Federal Public Defender’s Office in Benton, Illinois ensuring that constitutional rights were protected.  Doing so allowed Todd to obtain direct experience in criminal cases in Federal Court.  During his time at the Federal Public Defender’s Office, he not only attended Federal Court, but he also wrote briefs that were submitted to the Seventh Circuit Court of Appeals. 

Private Practice

Upon graduation from SIU in 1999, Todd passed the Bar Exam and began his legal career.  Todd worked in private practice from 1999 to 2016.  In doing so, he was responsible for handling criminal cases, as well as various types of civil cases.  He provided representation to private individuals, business entities, small businesses, and national corporations.  Todd was also routinely appointed by judges from the Eighth Judicial Circuit to represent criminal defendants and also to represent and protect the interests of minor children as a Guardian ad litem.  Representation of Todd’s clients consisted of work in and out of court.  In court, Todd routinely handled bench trials, as well as jury trials.  He also appeared before the Fourth District Appellate Court, as well as the Central and Southern District Federal Courts of Illinois.   

Adams County State’s Attorney Office

In 2016, Todd joined the Adams County State’s Attorney Office as First Assistant State’s Attorney.  In that capacity, Todd has assisted with administrative duties and civil litigation, all while handling a case load of criminal cases ranging from murder, residential burglary, burglary, aggravated battery, threatening a public official, arson, criminal damage to property, criminal trespass, and a variety of other types of cases.  Since joining the Adams County State’s Attorney Office, Todd has been responsible for providing civil legal representation to county offices such as the Adams County Clerk/Recorder, Treasurer’s Office, Supervisor of Assessments, and the Regional Office of Education.  Todd’s seventeen years of private practice allow him to provide an abundance of legal representation to these offices, thus saving them and the county tax payer dollars by not having to seek legal advice from outside counsel.  This is most notable in the representation that Todd provides Adams County in union negotiations.  Prior to 2016, Adams County sought outside legal counsel for such matters.  Todd’s representation in these union negotiations results in Adams County saving hundreds of thousands of dollars in taxpayer money.

Todd is a prosecutor that is tough on crime.  Todd’s goal is simple: to deter crime, and to keep the citizens of Adams County and their property safe.  Nobody deserves to be the victim of crime; especially the law-abiding citizens of Adams County.  While Todd has a reputation for being tough on crime, he also realizes that punishment is not the only goal of the criminal justice system.  When rehabilitation is appropriate, Todd will support it.  But talk is cheap.  Todd believes that a defendant must exhibit a true willingness and desire to change his or her ways, not just a desire to get out of jail once arrested.  If a defendant is not serious about wanting to change their life, then all the steps taken are nothing more than a waste of resources and time.  Time is an important consideration in resolving cases.  Todd also strives to make the court system more effective by not allowing unnecessary delays, because justice delayed is justice denied.  Todd is dedicated to making Adams County a safer place to live and work; a safe community is a more productive community.

Professional Organizations

Todd has been a member of the Adams County Bar Association since 1996, as well as a member of the Illinois State Bar Association.  His memberships to professional organizations also consist of the American Bar Association, the Illinois Trial Lawyers Association, the Illinois Prosecutors Bar Association, and the Illinois State’s Attorney Association. 

During Todd’s professional career, he has been an active member in community organizations.  He was previously a member of the board for the Quincy Area on Aging, the Quincy Symphony Orchestra, Great River First Tee, Executive Council for the Mississippi Valley of Boy Scouts, and he also participated in Big Brother and Big Sister.  He is currently a member of the Quincy Exchange Club.  Todd previously served several years on the Executive Committee of the Adams County Bar Association, and one year as the President of the Adams County Bar Association.  He was a committee member of the Adams County Law Day Committee for six years and served as the Law Day Chairman for two years.  When Todd began practicing law, he volunteered on the (then) Adams/Pike County Youth Court, and continues to volunteer on the (now) Adams County Teen Court.  A believer in education, Todd regularly speaks to students through Junior Achievement, but also on his own, at the request of teachers in Adams County. 

Boy Scouts

Aside from passing the Bar Exam and becoming licensed to practice law, Todd’s most cherished accomplishment has been obtaining the rank of Eagle Scout at the age of 15.  After becoming an Eagle Scout, Todd also earned a Bronze and Gold Palm Leaf.  Todd has also been sworn into the National Brotherhood of the Order of the Arrow.  As an adult, Todd has served in the role of Assistant Scoutmaster at St. Francis Solanus Church, and has previously served on the Scout Executive Committee at St. Francis.  The values learned in Scouting are the values that Todd continues to strive to live his life by.
